Maritime safety

The system consists of two main parts: a seamless database of depths (soundings) and a database of objects. The objects for the system are collected from hydrographic surveys – survey areas, wrecks, navigational marks, rocks and obstructions.
For every object extensive information can be stored in HIS, containing its location, classification and attributes, and also images. HIS also provides a wide range of user-friendly GIS management tools for managing and presenting surveyed data.

In the search for efficiency and excellence, the Estonian Health Insurance Fund and the Ministry of Social Affairs started the project of e-Prescription in Estonia.
The paper prescription system, that was in use before, wasted the time of all parties involved in the prescribing and buying/selling of medications.
The scarce resource of a doctor’s appointment time was wasted on writing recurring prescriptions and the patients had to spend time waiting for their appointment.
Some prescriptions would get lost, some would include the wrong percentage of subsidy by the Health Insurance Fund. The collection of statistics and data is costly and all parties must waste time on reporting the same data at different times. The new system was designed as a centralized and paperless system to be used by all doctors, patients and pharmacies.
The central system was developed by the state in cooperation with Helmes. The information systems of medical practices and pharmacies were integrated and updated by their service providers. Helmes also developed a central online interface for doctors and pharmacies who have less prescriptions to process or whose developments were not ready by the time of launching e-Prescription.

Serving civil air traffic control data to military air surveillance
Secondary surveillance radar (SSR) is a radar system used in air traffic control (ATC), that not only detects and measures the position of aircraft i.e. range and bearing, but also requests additional information from the aircraft itself such as its identity and altitude.
Unlike primary radar systems that measure only the range and bearing of targets by detecting reflected radio signals, SSR relies on targets equipped with a radar transponder, which replies to each interrogation signal by transmitting a response containing encoded data.
SSR is based on the military identification friend or foe (IFF) technology originally developed during World War II and therefore the two systems are still compatible.
- The secondary Source radar identifies a flying objects in the air space, with SSR code
- A civil air traffic control operators then identifies the unknown flying object, and associates the SSR code with the appropriate civil flight number
- The association then has to be served for military air surveillance as soon as possible. This means in real-time.
The flight associations are available in the civil air control system in form of:
- Online Data Interchange (OLDI) transit messages from other air traffic control systems
- New flight associations created by the operator of the air traffic controller workstation

- composes the messages according to the Online Data Interchange (OLDI) format, a standard by European Organization for the Safety of Air Navigation.

For linking the flights with radar data the FlightWatch system exploits the associations between the radar code and the flight plan created by air traffic controllers. The flights are determined according to the flight CallSign. The active flights table is created, where the flight plan data is collected and relevant changes are made. The active flights table is supplemented with the secondary source radar (SSR) code after the air traffic controller has made the appropriate association.

Helmes has launched Message Hub for financial institutions provided by NasdaqOMX, a message exchange environment, which is easily compatible with other modern post-trade solutions available in Europe.
Message Hub is a solution made for data exchange in real time between securities market participants and it guarantees a data exchange security level that corresponds to international standards.
The aim of the project was to simplify and unify communications between internal subsystems and external clients. Securities settlement and servicing of corporate actions is implemented by exchanging data between the banks and brokerage companies and the securities depositories of the Baltic countries using special encoded messages: they will be sent via the new data exchange service Message Hub.
Up to now, market participants in each of the countries were sending their messages using systems that differed from country to country. The new data exchange service is a significant step towards the Baltic securities market harmonization and development and will make settlement in the Baltic market even more convenient.
